Interstate 70 in Indiana,  Mile Marker IN 128 near State Highway 103.

Matt reports "He sits on an on ramp. I was going about 82 in a 65 at 3am, taking my girlfriend to the Dayton Airport.  He was a Henry Co. Sheriff, not a State Trooper."
